Land Development

The Engineering Division reviews and approves final maps, parcel maps and improvement drawings for on-site and off-site improvements for various land development projects, including subdivisions, parcel maps, and commercial or industrial site improvements. Our review is intended to assure:

  •  Compliance with all State and local laws and statutes
  •  Conformance to the City’s design standards
  •  Use of sound engineering design methods
  •  Adequate provision for future development
  •  Elimination of existing or anticipated deficiencies in the City’s infrastructure

To this end, this office recommends that developers and their engineers carefully review the following before proceeding with project design:

  •  State of California Subdivision Map Act (for Subdivisions and Parcel Maps)
  •  Appropriate sections of the City’s Municipal Code, with particular attention to:
    •  8.12 Street Work
    •  8.24 Subdivision Regulations
    •  8.28 Parcel Map Regulations
    •  8.44 Fees
    •  8.56 Development Impact Fees
    •  8.60 Benefit Districts
    •  8.64 Oversize Construction Reimbursements
  •  Section VI, “Engineering General Design Standards,” of our Standard Operating Procedures manual
  •  Applicable City Standards and Specifications0
  •  The “Engineering Considerations” included with your Planning and Building Department approval
  •  City masterplans for sanitary sewer, water, and storm drainage
  •  City sanitary sewer, water and storm drainage plats to determine existing facilities
  •  City circulation element (to determine if your project includes an arterial or collector street)

To assure prompt and thorough plan review, be sure submittals include the following when applicable:

  •  Final Subdivision Maps and Parcel Maps:
    •  Two sets of check-prints
    •  Closure sheets and point sheet map
    •  Current title report
    •  Plan check fees
  •  For improvement plans:
    •  Two sets of check-prints
    •  Engineer’s Estimate
    •  Soils report, including R-values
    •  Engineering calculations for
      •  Storm drainage pipe sizing
      •  Storm drainage pond sizing
      •  Water flow and pressure
      •  Pavement structural section
    •  Standard notes and information
      •  USA utility location
      •  All work to conform to City Standards, Specifications, and Standard Operating Procedures
