The Tulare Redevelopment Agency is proud to offer the Rehabilitation Assistance Program (RAP). RAP provides funds to assist low-income homeowners with repairs needed to meet code requirements and improve the safety of the home. Loans can be made up to $40,000, and the amount of the loan will be determined on a case-by-case basis. Funds are structured as a deferred loan (no payments made), due and payable in 30 years with 1% interest per annum as long as the owner remains in the home. Funds are provided on a first-come, first-served basis following a completed application and loan approval. Funds are available up to 100% of the appraised value of the home, less the balance of any mortgage(s).
Funds are available to all lower income persons regardless of race, color, religion, age, handicap, national origin or sex.
The Rehabilitation Assistance Program follows the Federal and State Income Schedule. The Rehabilitation Assistance Program offers funds to assist families or individuals earning up to 80% of the area median income.
