In addition to the days that the public offices of the City shall be kept open as above provided, and as provided in Section 71 of the Freeholders Charter of the City, all said public offices shall be kept open on the following days: Election Day, Columbus Day and Lincoln's Birthday unless said days fall on a Saturday or Sunday.
