A.     No Certificate of Occupancy shall be issued for any development project for which a Landscaping and Irrigation Plan is required pursuant to this Chapter, until all improvements shown on the Plan have been installed.  The Planning and Building Department may issue a temporary Certificate of Occupancy, where completion of the improvements have been delayed because of adverse weather.  An extension may be granted upon execution of an agreement with the City and providing a cash deposit or letter of credit in an amount equal to the cost of completing the work.

B.    Any violation of the provisions of this Chapter shall constitute an infraction pursuant to Section 19.6 of the California Penal Code and shall be published by:
