No accessary structure or building shall be built or moved on to a lot prior to commencing construction of the primary building.  No accessory building shall be used as sleeping or housekeeping quarters, or otherwise occupied, unless expressly permitted in the zone district in which the building is located.  (Ord. 00-1854)
