No person shall leave standing or parked upon any street, avenue or lane within the City for a time longer than it takes to load or unload passengers or for any time longer than fifteen (15) minutes between the hours of 8:00 A.M. and 6:00 P.M. of each and every day of the week, excepting Sundays and legal holidays, in any parking area which shall be designated by white paint or other white material upon the entire curb surface.
