Tulare Improvement Program

TIP contracts with the City of Tulare to administer a Business Improvement District (BID) for a 35 block downtown area. TIP concerns itself with:

  • Promotions and events such as Street fairs, and Park Band Concerts.
  • Co-operative Advertising methods with individual merchants for general advertising, for special event advertising , and for specific brochures or other forms of advertising.
  • Maintaining an up-to-date listing of property available for lease and for purchase acting as a clearing house for tenants, owners and agents to find locations and expedite property movement.
  • Through a Standing Committee administers a Facade Grant Program and a Graffiti Reduction Program.
  • City Government and Redevelopment to improve public and private facilities in order to create a more attractive ambience. Additionally, to develop and maintain parking lots and programs.

Downtown Tulare is a traditional valley Downtown with some very attractive and historical buildings. The area is clean and open, and , after the core street scape work, will be a very attractive pedestrian friendly place. An on-going Facade Grant Program and five year plan through the Redevelopment Agency will continue efforts to maintain and improve the downtown look. Additional efforts to create specific attractions include:

  • A very active group gearing up to raise funds for a Downtown Mural Program that would be historical in nature.
  • There has been some discussion and will probably be further consideration of special features such as water attractions and statuary.
  • The Downtown merchandise mix consists of specialty stores such as gift stores, restaurants, jewelry stores, sports stores and boutiques.
  • Personal service stores are plentiful and efforts are being made to attract moreof these kinds of stores.
  • Financial institutions are present in good numbers as are insurance, real estate and accountants offices. Local government offices, City and County, are headquartered in the Downtown. Also, a full scale high school is located immediately adjacent to the Downtown. The Downtown is structured to be the cultural and financial center of the community.
  • The Downtown is part of a redevelopment area with potential for site planning and development and other help available. The possibility exists that vacant railroad property adjacent to the Downtown might become available for free standing stores or shopping center development. A Rails-To-Trails Project through the Downtown is complete and could conceivably be ideal for development.
